基于加强信息化建设的工程造价市场形成机制路径分析——以青岛市工程造价改革工作为例

Analysis on the Formation Mechanism of Construction Cost Market Based on Strengthening Information Construction——Take the Reform of Construction Costs in Qingdao As an Example

2020年7月,住房和城乡建设部发布了相关政策,取消最高投标限价(即招标控制价)按定额计价的规定,改进工程计量和计价规则,加强工程造价数据积累。为引导市场主体转变计价模式,加强造价数据积累,文章以加强工程造价信息化[1]建设为突破口,将中标价大数据及市场价格信息通过大数据、云计算等现代信息技术处理形成工程造价成果文件,形成基于工程交易造价数据的工程量清单指标指数,通多对指标指数的合理应用,在传统定额之外面向社会提供真实的市场交易价格及人、材、机耗量,引导建设各方逐步适应“市场询价、自主报价、竞争定价”的工程计价方式,进一步完善工程造价市场形成机制。

In July 2020,the Ministry of Housing and Urban-rural Development issued a related circular,canceling the stipulation of the highest bid limit price(i.e.bid control price),improving the rule of project measurement and price,strengthening the data accumulation of project cost.In order to guide market entities to change pricing models and strengthen the accumulation of cost data,it was decided to take strengthening the construction of project cost informationization[1]as a breakthrough point,the big data of winning bid price and market price information are processed by modern information technology such as big data,cloud computing and so on to form the project cost result document and the Index of Bill of quantities based on the project transaction cost data,through the rational application of multi-index Index,in addition to the traditional quota to provide real market transaction prices and people,materials,machine consumption,guide the construction parties to gradually adapt to the“Market inquiry,independent quotation,competitive pricing”of the project pricing,and further improve the project cost market formation mechanism.
