复合性视角下农村公共体育服务的供给治理

Governance of Rural Public Sports Service Supply from a Composite Perspective

为摆脱农村公共体育服务供给失效的困境,增强供给侧和需求侧的匹配性,实现农村公共体育服务的有效供给。运用文献资料、逻辑分析和访谈等研究方法,从“制度—管理—技术”的复合性视角对农村公共体育服务供给失效进行探究。认为农村公共体育服务供给失效类型主要有制度性、管理性和技术性。要从精细化治理、参与式治理、过程化治理和差异化治理4个方面提出治理策略,要始终坚持人民主体地位原则,增强农村公共体育服务的公平正义;运用大数据实现智慧协同供给,增强供需匹配度;压实基层政府的供给责任,提高公共体育服务供给质量;满足农村居民差异化需求,实现服务供给共建共享。

In order to get rid of the dilemma of supply failure of rural public sports services and to enhance the matching between the supply side and the demand side,the effective supply of rural public sports services is achieved.Using literature,logical analysis and interviews,this study investigates the failure of rural public sports service provision from the perspective of the institutional-management-technology complex.It is argued that the main types of failures in the provision of rural public sport services are institutional,managerial and technical in nature.Governance strategies are proposed in four aspects,refined governance,participatory governance,process-based governance and differentiated governance.The principle of people's main position should be adhered to to enhance the fairness and justice of rural public sports services,big data should be used to achieve intelligent and collaborative supply and enhance the matching of supply and demand,the supply responsibility of grassroots governments should be compacted to improve the quality of public sports service supply,and the differentiated needs of rural residents should be met to achieve service the supply is shared.
