输气管道地区等级升级风险管理技术研究

Research on the Risk Management Technology of Gas Pipeline Location Class Upgrading

随着长输管道建设快速发展以及城市化进程加快,我国长输管道面临地区等级升级导致重大风险的问题和挑战。目前还未制定输气管道地区升级的安全管理标准。国外管道地区升级标准推荐通过管道工程评估酌减确定管道最大允许操作压力。结合我国国情及管道工程实践,基于分析评判管道建设运行维护状况,提出了管道地区等级升级评价程序,以及在役管道和新建管道适用的简易评价程序。指出管道地区升级应深化实施管道完整性管理,定期开展防腐层检测和内检测,加强管道巡线和第三方施工管理。科学应对管道地区升级导致的风险隐患,对于保证输气管道公共安全和经济运行具有重要意义。

With the rapid development of long-distance pipeline construction and the acceleration of urbanization,China's long-distance pipeline is faced with major risks and challenges caused by location class upgrading,but there is no safety management standard for location class upgrading of gas transmission pipeline at present.It is recommended to determine the maximum allowable operating pressure of the pipeline through pipeline engineering evaluation according to standards of foreign pipeline location class upgrading.Based on the analysis and evaluation of the pipeline construction,operation and maintenance,the assessment procedure for the pipeline location class upgrading and the simple assessment procedure applicable to the in-service pipeline and the new pipeline are proposed in combination with the pipeline conditions and engineering practice in China.It is pointed out that the pipeline integrity management should be deeply implemented for pipeline location class upgrading,the inspection of anti-corrosion coating and in-line inspection should be carried out regularly,and the pipeline patrol and third-party construction management should be strengthened.It is of great significance for ensuring the public safety and economic operation of the gas transmission pipeline to scientifically deal with the risks and potential dangers caused by the pipeline location class upgrading.
