优化技术布局,在第四次工业革命背景下抢得发展先机是我国经济社会发展的重大课题。新技术与新产业具有高度依赖重资产运营、依赖软硬件设施配套支持以及依赖庞大市场需求的特征。我国新技术与新产业布局正面临消费与投资意愿不足、基础设施供给不足、社会资本利用不足、外资企业竞争加剧以及监管滞后的问题。政府应扩大技术与基建投资;加强对企业的资金支持,鼓励新技术应用;优化终端服务,提升消费意愿;完善信用机制建设,鼓励社会资本投资;改善与国外企业竞合关系;完善监管立法,采取多样化监管策略。

Optimizing technology distribution and seizing the opportunity for development under the background of the fourth industrial revolution is a major task of our country’s economic and social development.New technologies and new industries are highly dependent on asset-heavy operations,on supporting hardware and software facilities and on huge market demands.The distribution of new technology and new industries is facing the problems of insufficient consumption and investment intention,shortage of infrastructure supply,shortage of social capital utilization,aggravation of foreign enterprise competition and supervision lag.In response,governments should invest more in technology and infrastructure;Strengthen financial support for enterprises and encourage the application of new technologies;Optimize terminal services to improve consumption willingness;Improve the construction of credit mechanism,encourage social capital investment;Improving competition and cooperation relations with foreign enterprises;We will improve regulatory legislation and adopt diversified regulatory strategies.
