优秀青年科学基金项目绩效评价及其影响因素——基于项目负责人视角的实证研究

Performance Evaluation of Excellent Young Scientists Fund and Its Influencing Factors——From the Perspective of the Project Leader

科技人才是创新驱动发展的核心力量,科学基金人才项目资助成效是不同利益相关者共同关注的重要议题。本文采用问卷调查,从优秀青年科学基金项目负责人的视角,对优秀青年科学基金项目绩效进行结果性评价,并对优秀青年科学基金项目负责人特征与项目绩效的相互关系进行探讨。研究结果表明:优秀青年科学基金项目对项目负责人的研究成果质量、学科建设发展、研究团队建设、国际合作交流、职业生涯发展、社会经济影响等方面有着明显的促进作用;项目负责人的性别、年龄、职位类别、技术职称、工作年限、学科领域6个特征对项目绩效评价均有影响,海外经历对项目绩效评价没有影响。

Scientific and technological talents are the core force for innovation-driven development.The performance evaluation of National Natural Science Foundation of China s Talent Project has always been a common concern of different stakeholder.From the perspective of the project leader,the project performance of Excellent Young Scientists Fund was evaluated,and the relationship of characteristics of project leader and project performance was discussed based on questionnaire survey.The results show that Excellent Young Scientists Fund plays a significant role in promoting the project leader s quality of research outcomes,discipline construction and development,research team construction,international cooperation and exchange,academic career development,and social and economic influence.The gender,age,job category,technical title,working years and discipline field of the project leader have an impact on the project performance evaluation,while the overseas experience of the project leader has no impact on the project performance evaluation.
