总体国家安全观视域下人工智能安全风险治理研究

Research on Artificial Intelligence Security Risk Governance Under the Overall National Security Concept

人工智能技术是引领中国社会智能化转型的核心技术,人工智能安全是保障人工智能健康发展的关键。随着人工智能技术运用领域的广谱性扩散,人工智能安全风险加剧蔓延,严重危害总体国家安全。在当前情势下,由战略政策、伦理规范、技术标准和法律法规组成的人工智能安全风险治理框架对总体国家安全的聚焦度不足,各安全治理要素衔接不畅并存在安全保障缺口,已不符合人工智能安全风险化解的内在逻辑,无法满足充分保障总体国家安全的风险治理需要。人工智能安全风险治理应在总体国家安全观的指导下,贯彻全面治理与系统治理思维,通过对现有治理框架进行修正,确立整体治理、动态治理、精准治理、差异治理原则并嵌入具体治理措施,通过系统性化解安全风险全面保障人工智能安全与总体国家安全,促进人工智能健康发展,推动社会智能化转型。

Artificial intelligence(AI)technology is the core technology that leads China s intelligent transformation,and AI security is the key to ensuring the healthy development of AI.With AI technology s widespread application,security risks have escalated and spread,seriously endangering overall national security.Currently,the AI security risk governance framework,consisting of strategic policies,moral standards,technical standards,and laws and regulations,lacks sufficient attention to overall national security.Various security governance elements are not well connected and have security gaps that no longer meet the internal logic of AI security risk resolution and cannot meet the risk governance needs of fully safeguarding overall national security.AI security risk governance should be guided by the overall national security concept,implement comprehensive and systematic governance ideas,revise the existing governance framework,establish the principles of overall governance,dynamic governance,precise governance,and differentiated governance,and embed specific governance measures.By systematically resolving security risks,AI security and overall national security can be fully protected,promoting AI s healthy development and driving society s intelligent transformation.
