近年来,中国议题频繁成为印度议会立法活动的重要内容。议会委员会是印度议会执行涉华事务的主要部门,其发布的涉华报告为解读印度立法机构的涉华事务提供了切入视角。立足印度议会委员会的结构特征和运行机制,分析其最具代表性的涉华报告发现,边界问题、涉藏问题、经贸关系、跨境水资源是其涉华事务聚焦的议题。在观点立场上,对华灵活务实的主基调没有变,呈现出谨慎乐观、对抗与合作、激进与强硬的多元立场,且强调以中印边界问题为中心、边境基建和前线战备为两翼的对华政策新格局是亮点。同时,重点争取财政拨款、每年三个活动高潮、嵌有智库运作逻辑是印度议会委员会涉华事务的特征,折射出印度政府强调内政比拼、重视制度设计的对华战略底层逻辑。这对中国理解印度立法层面的对华政策有重要启示。

In recent years,China issues have frequently become an important part of the legislative affairs of the Indian Parliament.The Parliamentary Committee is the main department of the Indian Parliament to implement Chinese affairs.The China-related reports issued by it provide a key perspective for interpreting and presenting Chinese affairs in the Indian legislature.Based on the structural characteristics and operating mechanism of the Indian Parliamentary Committee,it sorted out and analyzed its most representative China-related reports and found that the border issues,the Tibet issue,economic and trade relations,and cross-border water resources are main areas that it focuses on.It has expressed cautious optimism,confrontation and cooperation,radical and tough and other diverse positions,but the main tone of flexibility and pragmatism has not changed.It highlights new pattern of China policy that centered on the Sino-Indian border issue,supplemented with infrastructure and frontline troops.At the same time,striving for financial appropriations,preparing three grand events per year,and embed the logic of think tank are the core features of China-related affairs in Indian Parliamentary Committee,which reflects the underlying logic of the competing domestic affairs and the importance of system design of Indian government s China Strategy which brings importance implications for China to understand India s China policy at the legislative level.
