基于利益相关者模型的中小学课后服务评价

A Stakeholder-Based Evaluation for After-School Service Program in Chinese Elementary and Secondary Schools

摘要 为了解教师、学生、教育研究者等不同利益主体对课后服务的态度和诉求差异,运用利益相关者模型,选定2个地区4所小学校的112名教师、259名学生、15名教育研究者、10名教育管理者,要求这些利益相关主体对中小学课后服务项目进行多角度、全面的评价。结果显示,不同的利益相关者对中小学课后服务项目评价各异,其中教育管理者的评分普遍较高,教育研究者的评分相对较低,学生和教师的评分无明显差异。为进一步探究评分差异的原因,选取部分利益相关者进行团体深度访谈(FGI访谈),发现利益相关者的需求和关注点各不相同:教师关注课后服务的效果及作用,学生关注课后服务的内容,教育研究者关注对课后服务项目质量的检测,教育管理者则关注中小学课后服务项目的持续运营。针对各利益相关者的诉求,应设置鼓励机制,关注教师发展;丰富服务内容,满足学生需求;构建常态督导体系,促项目持续运营;吸纳多方积极参与,协调各项资源。 In order to identify the differences in the attitudes and demands of different stakeholders such as teachers,students and educational researches towards the after-school service,the PUPA model was used and stakeholders,112 teachers,259 students,15 educational researchers and 10 educational administrators from 4 primary and secondary schools in 2 regions,were selected and asked to comprehensively evaluate the after-school service projects from multiple angels.The results indicated that different stakeholders had different evaluation of after-school services in primary and secondary schools,among which educational administrators generally got higher scores,educational researchers got relatively lower scores and there was no significant difference between the scores that students and teachers got.In order to further explore the reasons for the differences,some stakeholders were selected for in-depth group interviews(FGI interviews),and it was found that the need and focus of stakeholders on after-school services were different:teachers paid attention to effect and role,students focused on content,researches were more concerned about quality evaluation,and managers cared more about continuous operation.According to the demands of various stakeholders,we should set up an incentive mechanism and pay attention to teacher development;enrich the service content to satisfy students'demand;construct a normal supervision system to promote the continuous operation of the project;absorb the active participation of many parties and coordinate various resources.
