Effectiveness Measure of Public Participation in the Sponge Reconstruction Decision of Old Community

老旧小区海绵化改造是改善民生福祉的重要惠民工程。公众参与能显著改善老旧小区海绵化改造决策效果,并有力地助推老旧小区海绵化改造可持续实施与发展。为了科学合理地衡量老旧小区海绵化改造决策中公众参与有效性,首先构建了老旧小区海绵化改造决策中公众参与有效性分析框架和测度指标体系;然后设计了结合层次分析法(AHP)和模糊综合评价法(FCE)的老旧小区海绵化改造决策中公众参与有效性测度流程;最后以案例对所提出的测度指标体系和测度流程进行了验证。

The sponge reconstruction of old community is an important and beneficial project to improve people's livelihood and well-being.Public participation can significantly improve the decision effect of sponge reconstruction in old community,and effectively promote the sustainable implementation and development of sponge reconstruction in old community.In order to scientifically and reasonably measure the effectiveness of public participation in the sponge reconstruction decision of old community,firstly the analysis framework and measurement index system for the effectiveness of public participation in the decision of sponge reconstruction in old community were constructed;then a process for measuring the effectiveness of public participation in the sponge reconstruction decision of old community was designed,which combines analytic hierarchy process(AHP)and fuzzy comprehensive evaluation(FCE);finally a case study was conducted to validate the proposed measurement index system and measurement process.
