为进一步适应“全灾种、大应急”的职责需要,对标“国家队、主力军”的职能定位,立足水域救援实际特点,着眼当前复杂的水域灾害事故形势,坚持战斗力标准,依据现有人员、装备和队站,按照“人员满编配齐,装备配备精良,队员素质过硬,攻坚能力突出”的原则,全力推进水域救援专业队建设工作,迅速提升水域灾害专业救援能力并形成战斗力,力争打造一支训练有素、业务过硬的水域救援专业队伍。

In order to further adapt to the responsibilities of"comprehensive disaster and coordinated emergency",benchmark the functional positioning of"national team,main force",and based on the actual characteristics of water rescue,we focus on the current complex water disaster situation and adhere to the combat effectiveness standard.According to the existing personnel,equipment and team stations,in accordance with the principle of"fully staffed and equipped personnel,well-equipped equipment,excellent quality of team members,and outstanding ability to attack key points",we will make every effort to promote the construction of professional water rescue teams,and rapidly improve the professional water rescue capabilities and form combat effectiveness.It strives to build a well-trained and well-operated professional water rescue team.
