政府购买职业技能培训服务绩效评价的理论逻辑、现实依据和实践探索——基于T市政府购买职业技能培训服务绩效评价分析

摘要 为全面提升劳动者职业技能,促进就业创业和社会经济发展,近年来各地政府投入大量资金用于购买职业技能培训服务。在当前国家对财政支出的监督监管更加严格情况下,对政府购买职业技能培训服务开展绩效评价尤为必要。基于利益相关者理论、共生理论及委托代理理论探讨政府购买职业技能培训服务绩效评价的理论逻辑,同时基于T市政府购买职业技能培训服务绩效评价的实践发现,提出提高政府对绩效评价工作的重视程度、动态调整绩效评价指标体系、不断完善绩效评价评价方式和强化绩效评价结果应用的对策建议。 In order to comprehensively improve workers'vocational skills,and promote employment and entrepreneurship and socialand economic development,in recent years,local governments have invested a large amount of money to purchase vocational skills training services.In the current situation of stricter supervision and regulation of fiscal expenditure,it is particularly necessary to car⁃ry out performance evaluation of government purchase of vocational skills training services.Based on stakeholder theory,symbiosis theory and principal-agent theory,this paper discusses the theoretical logic of the performance evaluation of the government's pur⁃chase of vocational skill training services.Based on the practice of the performance evaluation of the government's purchase of voca⁃tional skill training services in T City,the paper puts forward countermeasures and suggestions that the government should pay more attention to the work of performance evaluation,dynamically adjust the performance evaluation index system,constantly improve the evaluation methods of performance evaluation,and strengthen the application of performance evaluation results.
