页岩气规模可持续开发的非技术因素影响机理

摘要 页岩气规模化开采对改善我国能源结构、确保我国能源安全具有重要作用。当前,政府行为、社会环境、企业管理、合作机制、政策法规等非技术因素制约着页岩气开发的正常进行。通过构建由中央政府、地方政府、页岩气企业组成的双重委托代理模型,研究页岩气规模可持续开发的非技术因素影响特征,结果发现:管理制度越规范,企业收益提成比例和中央政府收益越高;增加公共服务效率能够激励地方政府提升开发支持力度,获得更高提成比例和更多收益;政府部门敦促企业完善管理制度、推进政企合作进度、提升公共服务效率,有助于提升页岩气规模产量和各相关利益方的收益。 The industrial scale shale gas development plays an important role in enhancing China’s energy security and improving the energy structure.However,non-technology factors such as local government behavior,social surroundings,enterprise management,cooperation mechanism and policies and regulations are restricting shale gas development in China.It is urgent to understand the mechanism of impact of non-technology factors on the sustainable development of shale gas.A dual principalagent model consisting of the central government,local government and shale gas enterprises is used to study the characteristics of impact of non-technology factors on the sustainable development of shale gas.Through numerical simulation of the findings,we come to the conclusion that the more standardized the management system,the higher the proportion of enterprise revenue commission and the central government revenue,that the increase in public service efficiency can motivate local governments to increase development support and thus obtain higher commission ratios and more profits.The government departments’encouragement to enterprises to improve their management system,to promote government enterprise cooperation,and to improve the efficiency of public services,will help to improve the industrial scale production of shale gas and the benefits of all stakeholders.
