中国石油在拉美地区低碳能源转型的探索与实践

Exploration and Practice of CNPC in Low-carbon Energy Transformation in Latin America

后疫情时代,石油公司发展面临新的转型挑战。作为国际化的国家石油公司,中国石油天然气集团有限公司(简称中国石油)目前在拉美地区11个资源国开展业务。在对中国石油在拉美地区围绕绿色低碳发展理念开展的多层次研究和创新实践进行阐述的基础上,分析了资源国新能源的发展潜力,并对低碳减排技术的推广利用和试点项目布局进行了研究,最后对中国油气公司在拉美地区的低碳能源转型发展路径提出了相关建议:梳理资源国相关法规及项目合同期义务,规避环保风险;开展国际石油公司对标研究,深度参与资源国低碳能源转型;坚持差异化、多元化战略布局,结合生产实际实现低碳转型;低碳不忘生产,加大对天然气的开发利用;发挥一体化优势、做好本土化管理,构建互利共赢新发展模式。

In the post-COVID-19 pandemic era,oil companies are faced with new challenges of transformation.As an international national oil company,China National Petroleum Corporation(CNPC)is currently conducting businesses in 11 resource countries in Latin America.Based on the elaboration of the multi-level research and innovation practice carried out by CNPC in Latin America centering on the concept of green and low-carbon development,this paper analyzes the development potential of new energy in resource countries,and studies the promotion and utilization of lowcarbon emission reduction technologies and the layout of pilot projects.Finally,the paper proposes relevant suggestions on the development paths regarding low-carbon energy transformation in Latin American countries as follows.First,they should streamline relevant laws and regulations of resource countries and obligations during the project contract period to avoid environmental risks;second,they should carry out bench-marking studies on international oil companies and deeply participate in the low-carbon energy transition of resource countries;third,they should adhere to the strategic layout of differentiation and diversification so as to achieve low-carbon transition combined with the production reality;fourth,they should never forget production in promoting low-carbon development and increase development and utilization of natural gas;fifth,they should also leverage the advantages of integration,improve local management and build a new model of mutually beneficial development.
