重大自然灾害治理中档案部门参与机制研究

Research on the participation mechanism of archives department in the treatment of major natural disasters

近年来,重大自然灾害频发,不仅会给人民的生命财产造成重大损失,对于自然界以及社会的危害性也极大,而档案部门自身的工作性质直接决定了其在灾害治理过程中具有不可或缺的作用,优化重大自然灾害治理中档案部门的参与机制具有重要意义。文章以湘江流域重大自然灾害为例,从其重大自然灾害治理实际情况来看,档案部门时常面临一系列问题。通过对这些问题及原因的分析,提出建立健全基于重大自然灾害治理时间序列的“事前-事中-事后”档案部门参与机制,有利于档案部门更好地参与重大自然灾害相关治理工作。

In recent years,the frequent occurrence of major natural disasters not only causes significant losses to people’s lives and property,but also poses great harm to nature and society.The nature of the work of the archives department directly determines its indispensable role in the disaster management process,and optimizing the participation mechanism of the archives department in the management of major natural disasters is of great significance.This article takes the major natural disasters in the Xiangjiang River Basin as an example,and from the actual situation of their management,archives departments often face a series of problems.Based on the analysis of these issues and their causes,it is proposed to establish and improve a“pre event,during event,post event”archives department participation mechanism based on the time series of major natural disaster governance,which is conducive to better participation of archives departments in major natural disaster related governance work.
