摘要
基于计算机软硬件支持下的GIS技术,具有优秀的空间数据分析能力、可视化表达能力,为区域环评单元划分提供数据支撑的可能。应用GIS技术,可以通过收集地理基础信息数据、空间规划、生态环境相关数据制作统一的工作空间底图,通过叠加分析初步识别各类评价单元,通过拓扑检查判断冲突区域,结合土地利用现状、法定图则、近期规划等对冲突区域进行修正,最终划定功能明确、边界清晰、全域覆盖的评价单元。评价单元的划定为开展区域空间生态环境评价、制定精准化环境管理要求、落实区域空间生态环境精细化管理提供服务。
GIS technology based on computer hardware and software support are excellent in spatial data analysis and visualization.It provides the possibility of data supports for regional environmental impact assessment unit division.By applying GIS technology,a unified working space base map can be made by collecting geographic basic information data,spatial planning and ecological environment related data.Then,various evaluation units can be identified through overlay analysis.Conflict areas can be judgedon topological examination and revised by combining the current land use situation,statutory plans and recent plans.Finally,evaluation units with clear functions,boundaries and territory-wide coverageisdelineated.The delineation of evaluation units provides services for carrying out regional spatial ecological environment evaluation,formulating precise environmental management requirements and implementing fine management of regional spatial ecological environment.
