都市圈外围县城新型城镇化水平测度和路径探索

Measurement and path exploration of new urbanization level of counties in the peripheral area of metropolitan area

受自然区位和发展进程的影响,贵州省城镇化出现了不同程度的土地利用低效、生态破坏、基础设施建设水平滞后等问题。随着贵州省强省会战略的不断推进,评价都市圈周边县级单元新型城镇化的推进情况并提出差异化的发展策略是当前都市圈周边城镇发展的重点。通过对黔南州北部县城城镇化发展特征进行研究,从“人-产-城-生态”四大方向来构建城镇化发展水平测度的指标体系,采用层次分析法和熵权法相结合的评价方法对城镇发展水平进行评价,最后基于评价结果精确判断城镇化发展优势和短板,并提出县城发展策略,最终为都市圈外围山地城市实现新型城镇化提供方法和思路借鉴。

Due to the influence of natural location and development process,the urbanization of Guizhou province has some problems,such as low efficiency of land use,ecological destruction and lag of infrastructure construction.With the development of the strategy of strengthening the provincial capital of Guizhou Province,it is the key point to evaluate the new-type urbanization of the county-level units around the metropolitan area and put forward the differential development strategy.The paper studies the urbanization development characteristics of the county towns in the northern part of Nanzhou,Guizhou,and constructs an index system to measure the urbanization development level from the four directions of“people-production-city-ecology”,this paper evaluates the development level of cities and towns with the method of analytic hierarchy process and entropy weight,and finally judges the advantages and disadvantages of urbanization development based on the evaluation results,and puts forward the development strategies of county towns,finally,it provides the method and the train of thought for the mountain cities in the periphery of the metropolitan area to realize the new urbanization.
