摘要 文章在探析土地全生命周期管理内涵的基础上,将我国土地全生命周期管理发展历程分为孕育起步、探索发展、快速推进三个阶段。提出土地信息数据、业务关系、管理行为、技术方法、政策制度是土地全生命周期管理的基本要素,各要素相互联系、共同作用,形成土地全生命周期管理的基本框架。土地全生命周期管理的核心目标是通过充分发挥、优化调控管理基本要素的功能作用,提高土地空间资源管理能力和管理效率。建议在生态文明建设新时代与新技术背景下,土地全生命周期管理应加快数据治理集成、深度融合技术方法、强化土地业务协同、精准政策制度建设、广泛拓展应用范围。 Based on the analysis of the connotation of land life cycle management,the paper divides the development process of land life cycle management in China into three stages:incubation and starting-up,exploration,and rapid development.And it points out that land information data,business relationship,management behavior,technological method,policies and systems are the basic elements of land life cycle management,all the elements are interrelated and work together to form the basic framework of land life cycle management.The core goal of land life cycle management is to improve the management ability and efficiency of land space resources by giving full play to the function of basic elements and optimizing the regulation and management of basic elements.It is suggested that under the background of the new era and new technology of eco-civilization construction,land life cycle management should accelerate the integration of data governance,deeply integrate technology and methods,strengthen the coordination of land business,build precise policies and institutions,and expand the application scope widely.
