珠三角存量建设用地复合利用管理策略研究

Research on Management Strategy of Composite Utilization of Stock Construction Land in Pearl River Delta

存量建设用地复合利用是对现状未利用或低效利用的城乡建设用地进行再开发的一种形式,包括权属复合、功能复合与立体复合,复合利用能够显著提升存量用地再开发的多方面效益。文章基于对存量建设用地复合利用创新探索工作突出的珠三角地区的调研成果,从产权基础-交易成本-利益配置的角度,分析存量建设用地复合利用存在的困境;从为产权结构和确权方式提供法律保障、规划管控和土地管理更新、构建利益分配工具箱等方面,总结珠三角地区在存量建设用地复合利用方面的管理实践经验;基于分析总结,提出不同所有权属、不同用途和立体空间等复合利用模式的政策建议。

The composite utilization of stock construction land is a form of redevelopment of urban and rural construction land that has not been used or used inefficiently,including ownership composite,function composite and three-dimensional composite,composite utilization can significantly improve the various benefits of stock land redevelopment.Based on the research results of the Pearl River Delta region,where the innovation and exploration work of the composite utilization of stock construction land is prominent,this paper analyzes the difficulties existing in the composite utilization of stock construction land from the perspective of property right base-transaction cost-benefits allocation;from the aspects of providing legal guarantee for the property right structure and the way of confirming rights,the planning control and land management update,the construction of benefits distribution toolbox,this paper summarizes the management practice experience of the Pearl River Delta region in the composite utilization of stock construction land;based on the analysis and summary,this paper puts forward some policy suggestions on the composite utilization modes of different ownership,different uses and three-dimensional space.
