The paper explains the concept of early warning of marine ecological security,on the basis of summarizing the advanced marine ecological security early warning management experience of developed countries such as the United States,Japan,Australia and the United Kingdom,and then puts forward suggestions on the construction of early warning management mechanism of marine ecological security with Chinese characteristics:In terms of the construction of information mechanism,we should strengthen the comprehensive monitoring of marine ecological information;In the aspect of decision-making mechanism construction,the decisionmaking process of marine ecological issues should be simplified;In terms of the construction of response mechanism,we should improve the legal basis of marine ecological security;In terms of organizational mechanism construction,we should rationalize the management system of marine ecological security.
