新时代干部政治素质考察评价的内在逻辑与现实路径

The Internal Logic and Realistic Path of Inspecting and Evaluating the Political Quality of Cadres in the New Era

党的二十大提出建设堪当民族复兴重任的高素质干部队伍,要做深做实干部政治素质考察。政治素质是干部的核心素质,是干部履职的首要条件,具有方向性、引领性、决定性作用。从马克思列宁主义学说和党的建设理论发展史看,干部政治素质考察评价有着丰富的理论内涵和深厚的实践基础,充分体现了党的建设特别是干部工作的理论创新。从价值向度看,研究完善干部政治素质考察评价标准,以体制机制建设推动干部政治素质提升是党的政治建设的重大课题之一,是落实新时代好干部标准的根本举措。在实践路径上,建立健全干部政治素质考察评价机制,要在破解问题、解决难题上下功夫,在实践中总结思考、改进提升,使干部政治素质考察评价工作更加科学、准确、有效。

The 20th National Congress of the Communist Party of China proposed to build a trusted team of cadres of high quality that are well prepared to realize the cause of national rejuvenation,and to do a deep and practical investigation of the political quality of cadres.Political quality is the core quality of cadres and the prerequisite for performing their duties.It plays a leading,guiding and decisive role.Judging from the development history of Marxism-Leninism theory and Party build⁃ing theory,the investigation and evaluation of cadres’political quality has rich theoretical connota⁃tion and solid practical foundation,which fully embodies the theoretical innovation of Party building,especially Party cadre cultivation.From the perspective of value,it is one of the major issues in the political building of the Party to study and improve the evaluation standards of cadres’political quali⁃ty and promote the improvement of cadres’political quality through the construction of systems and mechanisms,and it is the fundamental measure to implement the standards of good cadres in the new era.In practice,we should establish and improve the inspection and evaluation mechanisms of cadres’political quality.We should work hard to crack fundamental problems and solve difficult prob⁃lems,sum up and improve our pracitces,so as to make the inspection and evaluation of cadres’po⁃litical quality more scientific,accurate and effective.
