大数据时代的政府数据治理研究综述

Overview of Government Data Governance Research in the Era of Big Data

政府数字化转型是当前我国政务信息化建设工作的前沿热点,进行政府数据治理的综合研究对于数据共享利用具有重要的理论指导意义。通过文献调研、概念比较以及逻辑推导等方法,明晰了数据治理及政府数据治理概念,介绍了政府数据治理现状,阐述了政府数据治理面临治理体系亟待健全、数据管理效能不足、专业人才缺口明显等方面的问题,并对问题进行分析。针对政府数据治理中数据共享的问题瓶颈,结合梳理的现有研究成果,给出法律法规、体制机制、人才培养等方面的发展建议。

The digital transformation of the government is the forefront of the current construction of government informatization in China.The comprehensive study of government data governance has important theoretical significance for data sharing and utilization.Through literature research,concept comparison and logical derivation,this paper clarifies the concepts of data governance and government data governance,introduces the current situation of government data governance,expounds the problems faced by government data governance,such as the urgent need to improve the governance system completeness,insufficient data management efficiency,and obvious shortage of professionals,and analyzes the problems.In view of the bottleneck of data sharing in government data governance,and in combination with the existing research results,this paper gives development suggestions on laws and regulations,institutional mechanisms,talent training,etc.
