Study on Online Rumor Management of Emergent Public Crisis

突发性公共危机事件网络谣言严重影响公众对整体形势的正确认知,破坏网络舆情生态,影响社会稳定。针对突发性公共危机事件网络谣言煽动性强、传播途径分散、畸变性大、容易产生“群体极化”的特点,从社会土壤、公众鉴别力、媒体导向、管理协同等方面深入探究网络谣言生成和扩散的原因。研究认为,亟需构建以国家治理为核心,行业自律、平台治理、技术支持、舆论监督多位一体的协同治理模式及便捷高效的复合治理体系,以切实健全突发性公共危机事件网络谣言管理体系,有效推进政府公共治理能力现代化。

Online rumors of emergent public crises seriously affect the public's correct cognition of the overall situation,destroy the ecology of online public opinions,and affect social stability.In view of the characteristics of Online rumors in emergent public crises,such as strong incitement,dispersed transmission channels,large distortion and easy to produce“group polarization”,this paper explores the reasons for the generation and diffusion of Online rumors from the aspects of social soil,public discrimination,media orientation and management coordination.According to the study,it is urgent to build a collaborative governance model with national governance as the core,industry self-discipline,platform governance,technical support and public opinion supervision as one and a convenient and efficient composite governance system,so as to effectively improve the online rumor management system of emergent public crises and effectively promote the modernization of government's public governance ability.
