有色金属矿区生态环境导向的开发模式实现路径研究--以云南个旧为例

摘要 为缓解有色金属矿区生态环境保护治理需求与资金投入压力,以云南省个旧市为研究实例,系统梳理其资源枯竭、产业发展、生态环境治理等现状问题,总结了生态环境导向的开发(EOD)模式的关键特征和实施要点,研究了个旧市有色金属矿区生态环境保护治理与产业发展的融合推进策略与实施路径,对EOD模式在同类型区域的推行具有重要借鉴意义。有色金属矿区EOD模式实施要强化生态与产业融合发展的规划引领,利用市场机制加强生态与产业融合发展的资金支持,并建立多重反哺机制以缓解地方财政生态环境治理投入压力,促进区域生态环境与经济水平的高质量发展。 In order to alleviate the demand for eco-environmental protection and governance in non-ferrous metal mining areas and the pressure of capital investment,taking Gejiu City,Yunnan Province as an example,this paper systematically combed the current problems such as resource depletion,industrial development and eco-environmental governance of Gejiu City,summarized the key characteristics and implementation points of the ecology-oriented development(EOD)mode,and studied the integrated promotion strategy and implementation path of eco-environmental protection and industrial development in non-ferrous metal miningareas in Gejiu City.It has important reference significance for the implementation of EOD mode in the same type of areas.The implementation of EOD mode in non-ferrous metal mining areas should strengthen the planning guidance of the integrated development of ecology and industry,use the market mechanism to strengthen the financial support for the integrated development of ecology and industry,and establish multiple feedback mechanism to alleviate the pressure of local financial investment in ecological environment governance,so as to promote the high-quality development of regional ecological environment and economic level.
