摘要
以数字化服务赋能高校教育管理服务工作转型升级,是推动教育数字化战略行动的重大措施,建设“一站式”线上办事大厅是教育数字化转型的重要体现。以“应用为王、服务至上、简洁高效、安全运行”为总体思路,以服务师生为中心,以提升高校校务服务能力为重点,改造和优化现有的服务管理模式,破除高校校务服务的业务壁垒,对国家政务和高校一站式服务的发展背景和现状进行调查研究。分析推进教育数字化赋能高校“一站式”线上办事大厅的必要性,基于BPMN2.0规范提出高校构建逻辑集中、物理分散、流程联动、数据共享的“一站式”线上办事大厅的架构,以北京航空航天大学为例,详述具体建设实践,并提出改进策略,为其他高校建设“一站式”线上办事大厅提供参考。
Empowering the upgrading and transformation of higher education management with digital services is a major response to the strategic move of education digitization,for which the construction of“one-stop”online office hall is an important demonstration of education digitization transformation.Adhering to the principle of“practical application,quality service,high efficiency,and safe operation”,centering around serving faculty and students,and focusing on improving the capability of universities to provide relevant services,this paper reforms and optimizes the existing service management model,breaks down the service barriers of university affairs,and investigates the development background and status quo of government affairs and one-stop service in universities.Besides,through analyzing the necessity of digital transformation enabling the“one-stop”online service of universities,and based on the BPMN2.0 specification,the paper puts forward a framework to build a“one-stop”online office hall featuring logic centralization,physical dispersion,process linkage,and data sharing.Taking Beihang University as an example,the paper also expounds the specific construction practice and puts forward improvement strategies,providing a reference for other universities.
