低碳城市试点政策执行中的利益相关者行为分析

Analysis of Stakeholder Behavior in the Implementationof Pilot Policies for Low-carbon Cities

自2010年首批低碳城市开始建设以来,低碳城市试点政策一直备受关注。实施低碳城市试点政策、建设低碳城市并不单单是政府自己的职责,还需要企业、社会公民等多主体的共同努力。从利益相关者视角对地方政府、企业以及公民三方在低碳城市试点政策执行过程中的行为进行博弈分析,揭示出:只有协调好各方利益,才能有序推进政策实施。为此,需要三方共同努力:地方政府需要统筹规划,平衡利益冲突;工业企业要提高社会责任意识,改进生产技术;公民要增强低碳责任意识,自觉践行低碳生活方式。

Since the construction of the first batch of low-carbon cities began in 2010,the pilot policy of low-carbon cities has attracted much attention.It is not only the responsibility of the government to implement the pilot policy of low-carbon cities and build low-carbon cities,but also the joint efforts of enterprises,social citizens and other stakeholders.From the perspective of stakeholders,this paper conducts a game analysis on the behavior of local governments,enterprises and citizens in the implementation of low-carbon urban point policies.Only by coordinating the interests of all parties can the policy implementation be orderly promoted.Therefore,local governments need to plan as a whole and balance conflicts of interest;Industrial enterprises should improve their sense of social responsibility and production technology;Citizens should enhance their awareness of low-carbon responsibility and consciously practice a low-carbon lifestyle.
