公立医院高质量发展背景下的科室质量管理实践探索

Practice Exploration of Department Quality Management Under the Background of High-Quality Development in Public Hospitals

目的在公立医院进入高质量发展新阶段背景下,进行科室质量管理的实践探索,为实现医院发展方式从规模扩张转向提质增效提供参考依据。方法将某公立医院急诊医学科作为试点科室,采取由行政主管部门监督指导,加强对科室质量控制,促进科室主动强化科级质控组织建设、完善督查评价机制、落实绩效考核方案等质量提升措施,比较措施实施前后科室质量的变化。结果通过1年实践,急诊医学科全面质量考核年度平均分值由措施实施前的(84.10±1.62)分,提升至措施实施后的(87.86±1.31)分(t=6.248,P<0.001)。结论某公立医院急诊医学科的管理实践成效显著,质量提升明显,在探索有效管理措施及保障机制发挥作用方面具有普遍意义,可为公立医院实现提质增效提供参考。

Objective To explore the practice of department quality management in the context of public hospitals entering a new stage of high-quality development,and to provide reference for the transformation of hospital development mode from scale expansion to quality and efficiency improvement.Methods The emergency medicine department of a public hospital was selected as the pilot department,and the administrative department was supervised and guided to strengthen the quality control of the department,promote the department to actively strengthen the construction of the department quality control organization,improve the supervision and evaluation mechanism,implement the performance appraisal program and other quality improvement measures.The changes of the department quality before and after the implementation of the measures were compared.Results After one year of practice,the average score of total quality assessment of emergency medicine department increased from(84.10±1.62)points before the implementation of measures to(87.86±1.31)points after the implementation of measures(t=6.248,P<0.001).Conclusion The management practice of emergency medicine department in a public hospital has remarkable effect and obvious quality improvement,which has universal significance in exploring effective management measures and safeguard mechanism,and can provide reference for improving the quality and efficiency of public hospitals.
