知识产权保护战略提升了科技人才集聚水平吗?——来自国家知识产权示范城市的准自然实验

Has the Intellectual Property Protection Strategy Enhanced the Level of Scientific and Technological Talent Pool?——A Quasi-Natural Experiment from National Intellectual Property Model City

知识产权保护战略不仅是推进国家治理体系和治理能力现代化的重要标志,更是吸引科技人才集聚的核心制度安排。基于2003—2019年中国274个地级及以上城市的面板数据,以知识产权示范城市建设为准自然实验,利用多期双重差分模型、中介效应模型考察知识产权示范城市建设对科技人才集聚水平的影响。结果表明:知识产权示范城市的设立显著提升了科技人才集聚水平;从作用机制甄别来看,知识产权保护主要通过强化政府战略引领、增加知识产权制度供给和技术创新驱动三种途径作用于科技人才集聚水平;包括行政等级、地理区位及人口规模在内的城市特质均会影响知识产权示范城市建设对科技人才集聚水平的效果。研究结论既为知识产权示范城市建设的人才价值属性提供了理论支持,也为打赢“人才争夺战”、加快知识产权强国建设提供经验参考。

The intellectual property protection strategy is not only an important symbol to promote the modernization of national governance system and governance capacity,but also a core institutional arrangement to attract the clustering of scientific and technological talents.Based on the panel data of 274 prefecture-level cities and above from 2003 to 2019,a quasi-natural experiment with the construction of IPR model cities is used to examine the impact of the construction of IPR model cities on the concentration level of scientific and technological talents using a multi-period double difference model and a mediating effect model.The results show that the establishment of model cities significantly enhances the concentration level of scientific and technological talents;the mechanism of action screening shows that IPR protection mainly acts on the concentration level of scientific and technological talents through three ways:strengthening the government s strategic leadership,increasing the supply of IPR system and driving technological innovation;City characteristics,including administrative level,geographical location and population size can produce different effect.The findings of the study provide theoretical support for the talent value attribute of IP demonstration cities,as well as empirical reference for winning the“talent battle”and accelerating the construction of a strong intellectual property country.
