教师负担治理:本体意蕴、存在问题与解决路径 被引量:4

The Governance of Teachers Burden:Implications,Problems and Solutions

摘要 近年来,随着国家教师减负政策的出台,教师负担治理问题引起了人们的广泛关注。教师负担治理是对教师负担进行规范的一种持续性的管理活动。在实践中,教师负担治理存在着治理主体单一、治理内容不全、治理方式单维、治理机制不畅等问题。这些问题的存在,导致教师负担治理效果难如人意。为此,应着力构建多元共治格局,从主客两方面完善治理内容,采取“自上而下”与“自下而上”相结合的治理方式,强化对治理过程与效果的考核与问责,以完善治理机制。 In recent years,with the introduction of the national policy of reducing teachers burden,the problem of teachers'burden has attracted wide attention.The governance of teachers burden is a kind of continuous management activity to standardize teachers'burden.In practice,there are many problems in the governance of teachers'burden,such as single governance subject,incomplete governance contents,one-dimensional governance mode and poor governance mechanism and so on.Because of these problems,the effect governing of teachers'burden is unsatisfactory.Therefore,efforts should be made to build a pattern of pluralistic co-governance,improve the gover-nance contents from both subjective and objective aspects,adopt a governance mode of combining both“top-down”and“bottom-up”patterns,strengthen the assessment and accountability of the gov-ernance process and effect to improve the governance mechanism.
