粤港澳大湾区生态环境协同治理——基于政策文本的分析

Eco-environmental Collaborative Governance in the Guangdong-Hong Kong-Macao Greater Bay Area:Based on Analysis of Policy Texts

生态环境协同治理作为粤港澳大湾区建设的重要内容,是美丽湾区能否实现的关键之举。研究基于协同治理理论,以政策文本分析的视角收集了2002—2019年间出台的关于大湾区生态环境协同治理的政策文件,运用内容分析法从政策主体、数量、时间、类型及政策主题关联性等维度进行量化分析。研究表明,当前大湾区生态环境协同治理政策发文主体单一,跨区域、跨部门间的发文不多,政策类型以规范性文件为主,缺乏可操作性的实施方案,对协同治理机制的关注不够。基于此,研究从健全政策体系、加强区域间协作、创新公众参与机制和完善环境治理标准等方面提出了未来政策出台的着力点建议。

As an important part of the Guangdong-Hong Kong-Macao greater bay area,the eco-environmental collaborative governance is the key to the realization of the beautiful bay area.Based on the theory of collaborative governance,this paper has collected policy texts on the eco-environmental collaborative governance of the greater bay area from 2002 to 2019 from the perspective of policy text analysis.By using the content analysis method,this paper quantitatively analysis the policy subject,quantity,time,types and policy topics related.The result shows that the current policies are more often issued by the same subject,while the quantity of the cross-regional and trans-departmental texts issued are much less.The policies issued are mainly normative,which are lack of operational implementation and pay less attention to the collaborative governance mechanism.Based on the research findings,this paper proposes some suggestion for the future policy from the aspects of improving the policy system,strengthening the interregional cooperation,innovating the public participation mechanism and improving the environmental governance standards.
