社工机构参与困境儿童福利供给的实践思考

Practical Thinking on the Participation of Social Work Agencies in the Welfare Supply of Children in Distress

以南通市R社工机构为例,明确该市困境儿童福利供给主体,细化服务对象的范围及分类,分析困境儿童的致困原因,梳理出社会工作机构在困境儿童福利供给服务方面的工作内容和成效。还发现R机构在实际工作过程中存在服务资金缺乏、资源链接不畅、缺乏长效运行和跟踪评估机制、工作人员流动性强且专业度不高等问题。基于此,提出亟需增强机构内生力、搭建平台以激发非政府组织活力、建立长效稳定的保护和多元评估机制、健全机构激励制度、提高社工专业程度等对策建议。

Taking R social work institution in Nantong as an example,this paper clarifies the main body of welfare supply for children in distress in the city,refines the scope and classification of service objects,analyzes the causes of distress for children in distress,and sorts out the work content of social work institutions in providing welfare services for children in distress.and effectiveness.It was also found that in the actual work process of the R organization,there were problems such as lack of service funds,poor resource links,lack of long-term operation and tracking and evaluation mechanisms,and strong staff turnover and low professionalism.Based on this,this paper puts forward the urgent need to strengthen the endogenous force of the organization,build a platform to stimulate the vitality of NGOs,establish a long-term and stable protection and multi-assessment mechanism,improve the institutional incentive system,and improve the professional level of social workers.
