全周期视角下的健康信息多元主体协同治理框架

Collaborative Governance Framework for Multiple Actors in Health Information From a Whole-cycle Perspective

[目的/意义]为推进《“健康中国2030”规划纲要》,避免“政策工具不确切”与“政策结果不确定”产生的弊端,提出一种全周期视角下的健康信息多元主体协同治理框架(Governance Based on Multiple Synergies-Healthcare Information in a Full-Cycle Perspective,GMSF)。[方法/过程]首先,借助多中心与协同治理理论构建覆盖全流程的多主体参与的健康信息治理框架;其次,在全周期视角下,针对治理活动的不同阶段设计改进与完善措施,使国家层面的战略指导转化为系统化、流程化的治理行动;最后,从框架流程与环节出发,对福建等8个省市的健康信息治理实践进行映射分析。[结果/结论]我国在健康信息领域的治理有着较为明显的“政策引领”特征,治理效益的差异化反映出各主体对政策理解与落地程度的不同。GMSF治理框架提出了规范化、标准化的治理方案,能在一定程度上规范治理过程,提升治理效果。

[Purpose/Significance]In order to promote the Health China 2030 Plan and avoid the drawbacks arising from“imprecise policy tools”and“uncertain policy outcomes”,a collaborative governance framework for multiple actors in health information from a full-cycle perspective is proposed(Governance Based on Multiple Synergies-Healthcare Information in a Full-Cycle Perspective,GMSF).[Method/Process]Firstly,the study built a framework for health information governance that covered the whole process with the participation of multiple actors by means of polycentric and collaborative governance theory;Secondly,designed improvement and refinement measures for the different stages of governance activities from a full-cycle perspective so that translated strategic guidance at the national level into systematic and process-oriented governance actions;Finally,mapped and analyzed the health information governance practices of eight provinces and cities,including Fujian,in terms of framework processes and links.[Result/Conclusion]Governance in the field of health information in China has a clear“policy-led”character,and the difference in governance effectiveness reflects the different degrees of understanding and implementation of policies by various actors.The GMSF governance framework proposes a standardized and regulated governance program,which can regulate the governance process and improve its effectiveness.
