The Impact of Digital Inclusive Finance on the Welfare Difference Between Urban and Rural Residents under the New Development Paradigm

在构建新发展格局的背景下,数字普惠金融不仅能推动社会资源的合理配置,优化产业结构布局,还能激发内需活力,缩小城乡居民差距。基于我国2013-2020年省级面板数据,运用随机森林算法赋权测算城乡居民福利差异指数,构建空间计量模型实证分析数字普惠金融对城乡居民福利差异的影响。结果表明:我国城乡居民福利差异水平逐年减小,且存在空间溢出效应;数字普惠金融覆盖广度和使用深度的提高均有助于缩小城乡居民福利差异;而数字化程度仅对本地区城乡居民福利差异有影响,对周边地区暂无辐射作用。因此,应强化政策支持,加强地区和城乡之间的资本信息流动,持续深化农村及偏远地区普惠金融服务,逐步缩小城乡居民福利差异水平,构建城乡经济社会融合发展新格局。

In the context of the new development paradigm,digital inclusive finance can not only promote the rational allocation of social resources,optimize the layout of industrial structure,but also stimulate the vitality of domestic demand and narrow the gap between urban and rural residents.Based on the provincial panel data of China from 2013 to 2020,the welfare difference index of urban and rural residents is calculated by the random forest algorithm,and the impact of digital inclusive finance on the welfare difference between urban and rural residents is analyzed by spatial econometric model.The results of empirical analysis show that welfare difference between urban and rural residents have decreased year by year and there is a spatial spillover effect.The increase in coverage and depth of digital inclusive finance is conducive to narrowing the welfare gap between urban and rural residents.The degree of digitization has an impact on the welfare difference between urban and rural residents,while it has no radiation effect on the surrounding areas.Therefore,the gap of welfare between urban and rural residents can be narrowed by strengthening policy support and information exchange and interaction,improving inclusive financial services in rural and remote areas and then building the new development paradigm of urban and rural economic integration.
