摘要
科研管理质量提升是我国高校高质量发展的必然抓手,对于提升高校科研发展水平,增强竞争力具有重要意义。本文借助系统管理理论的分析框架,把高校内外作为一个相互联系的动态过程和有机整体,分析应用型高校科研管理系统内组织体制、人力资源、科研资源三个子系统的互动关系及系统内外要素之间的互动。从管理理念、组织结构、管理方式等方面全方位地对高校科研管理过程进行考量与再造,以期为科研管理质量提升提供新的思路和范本。
The improvement of scientific research management quality is the inevitable starting point of the high-quality and high-level development of universities.It has great significance to improve the scientific research development level of universities and enhance their competitiveness.With the help of the analytical framework of system theory,this paper takes the universities as an interconnected dynamic process.This paper analyzes the interaction among the three subsystems of organizational system,human resources and scientific research resources in the universities,and the interaction between the internal and external elements of the system.Consider and re-engineer the scientific research management process of colleges and universities from the perspective of management concept,organizational structure,management methods,provide new ideas and models for improving the quality of scientific research management,and also provide decision support for scientific research management departments.
