全过程人民民主是新时代党领导人民推进社会主义政治建设所取得的重大成就。这一概念的提出彰显了新时代中国共产党人对社会主义民主发展规律的深刻把握。从民主理论层面看,全过程人民民主在民主形态、民主价值、民主制度等多个层面实现了理论创新。从民主实践层面看,全过程人民民主具备显著的政治动员、政治衔接、政治传播、政治表达、政治治理等功能。在全新历史方位上,要通过总结学习历史经验、完善根本政治制度、建构配套监督体系、提升干部民主素养、重视意识形态安全等科学举措,进一步强化全过程人民民主的比较优势。

The whole-process people's democracy is a major achievement made by the CPC in leading the peo-ple to promote socialist political construction in the new era.The introduction of this concept highlights the new era of the Chinese Communists'profound grasp of the law of socialist democratic development.From the per-spective of democratic theory,the whole-process people's democracy has realized theoretical innovation in many dimensions,such as democratic form,democratic value,and democratic system.From the perspective of democratic practice,the whole-process people's democracy has significant functions of political mobilization,political articulation,political communication,political expression,and political governance.In the new histori-cal orientation,we should further strengthen the comparative advantages of the whole-process people's democra-cy through scientific measures,such as summarizing and learning historical experience,improving the funda-mental political system,constructing a supporting supervision system,improving the democratic literacy of cad-res,and paying attention to ideological security.
