The role of culture in promoting the modernization of national governance system and governance ca-pacity is based on at least three aspects:the Marxist viewpoint on the essential attributes of culture provides a profound theoretical basis;promoting the construction of a socialist cultural power provides a solid practical ba-sis;the cultural dilemma of modernizing the national governance system and governance capacity provides a strong practical basis.The prominent role of culture in promoting the modernization of national governance sys-tem and governance capacity lies in guiding governance concepts,integrating governance systems,coordinating governance capacities,supporting governance methods,and promoting the achievement of governance goals.In the new era,to better leverage the unique role of culture,it is necessary to use the guiding ideology of Marxism to lead the modernization of the national governance system and governance capacity;standardize the moderniza-tion of national governance system and governance capability with the guidance of core socialist values;use the soft power of excellent traditional Chinese culture to promote the modernization of the national governance sys-tem and governance capacity;use the cultural system as a guarantee to help modernize the national governance system and governance capability.
