双循环战略视角下激发居民消费潜力策略研究——以贵州省为例

A Study on Stimulating Residents'Consumption Potential From the Perspective of Dual-Cycle Strategy—A Case Study of Guizhou Province

摘要 居民消费率偏低是制约双循环战略新发展格局的主要因素。激发居民消费潜力,提高居民消费率是形成双循环新发展格局的重要保障。通过对近年来贵州省经济消费与居民收入及消费数据的定量研究与实证分析,结果发现:贵州省经济及人均收入增长率均高于全国水平,然而社会消费增长率却低于全国水平;城镇居民收入高却消费率过低,农村居民消费率高但收入低;城乡居民收入差距逐年扩大,城乡居民消费升级有待提升。为此,从促发展、提收入、稳预期3个方面提出了激发消费潜力的若干对策建议。 The low consumption rate of residents is the main factor that restricts the new development pattern of the dual-cycle strategy.Stimulating residents'consumption potential and increasing residents'consumption rate are an important foundation for the new dual-cycle development pattern.Guizhou province as the western inland province,this aspect performance is particularly obvious.Through quantitative research and qualitative analysis of the economy,income and consumption of Guizhou Province in recent years,the research found that while the economy and per capita income of Guizhou Province are growing rapidly,the growth rate of social consumption and per capita consumption appears to be relatively low;The consumption rate of urban residents in Guizhou is too low;the consumption rate of rural residents is high but their income is low;Guizhou's social security system has yet to be improved;the consumption upgrade of urban and rural residents has yet to be improved.Therefore,some countermeasures and suggestions are put forward to stimulate consumption potential from three aspects:promoting development,raising income and stabilizing expectation.
