Abandon or Persevere:Challenges and Countermeasures to the Fundamental Values of the European Higher Education Area

基本价值观是欧洲高等教育区建设的重要支柱。自博洛尼亚进程启动以来,欧洲高等教育区在结构改革层面取得了显著成就。然而,随着民主倒退、政治冲突、经济凋敝等问题在欧洲部分地区的出现,欧洲高等教育区基本价值观面临的挑战日趋凸显,主要表现在对基本价值观的认识存在分歧、基本价值观在实践中遭受侵蚀、缺乏监测基本价值观的组织和机制等方面,深刻影响着欧洲高等教育区下一个十年的建设和发展。面对挑战,欧盟委员会、博洛尼亚跟进小组等通过建构基本价值观内涵的共同参考框架、进一步强化惩戒力度、健全监测基本价值观的组织和机制等措施加以应对,从而不断维护欧洲高等教育区的基本价值观,并保障其在各成员国得到有效贯彻。

Fundamental values are an important pillar for the construction of a European higher education area.Since the launch of the Bologna Process,the European Higher Education Area has made remarkable achievements in structural reforms.However,with the emergence of a series of problems such as democratic regression,political conflicts,and economic depression in some parts of Europe,the challenges faced by the fundamental values of European higher education area are becoming increasingly prominent,mainly manifested in differences in the understanding of fundamental values,the erosion of fundamental values in practice,and the lack of work organization and mechanism for monitoring fundamental values,which will profoundly affect the construction and development of the European Higher Education Area in the next decade.The European Commission and the Bologna follow-up group responded to the challenges by constructing a common conceptual frame of fundamental values,further strengthening punishments and improving the organization and mechanism for monitoring fundamental values,so as to continuously maintain the fundamental values of the European Higher Education Area and ensure the effective implementation of the fundamental values by all member countries.
