摘要
目前防灾减灾业务体系与遥感监测分析能力尚未深度耦合,在灾害应急处理模式、数据资源规划与组织、动态服务体系架构等方面存在挑战。针对上述挑战,设计了台风洪涝灾害应急监测评估流程,阐述了多源灾害数据动态汇聚与接入、任务驱动的灾害模型服务协同、灾情要素高效集成可视化等关键技术,实现了面向Web的台风洪涝灾害遥感监测评估系统,提供灾害应急资源按需获取、在线分析、动态专题制图和评估报告生成等功能,并在海南省应急管理厅相关业务部门进行了实际应用。
The current disaster prevention and mitigation busi⁃ness system and remote sensing monitoring and analysis capa⁃bilities are not yet deeply coupled,resulting in challenges in the field of disaster emergency handling mode,data resource planning and organization,dynamic service architecture and so on.To tackle these challenges,we design a remote sens⁃ing monitoring and assessment flow for typhoon and flood di⁃sasters,and introduce some key technologies such as dynamic aggregation and access to multi-source disaster data,taskdriven disaster model service composition and coordination,and efficient integrated visualization for disaster information.Then we implement the web-based remote sensing monitor⁃ing and assessment system for typhoon and flood disasters,which provides functions such as on-demand access to disaster emergency resources,online analysis,dynamic thematic map⁃ping and assessment report generation.The system has been practically applied in the relevant business departments of Hainan Emergency Management Department.
