党的二十大报告中指出,“坚持创新在我国现代化建设全局中的核心地位。完善党中央对科技工作统一领导的体制,健全新型举国体制,强化国家战略科技力量,优化配置创新资源”。新型举国体制作为中国特色社会主义市场经济下资源配置的创新形式,既不同于中国过去现代化进程中单纯依靠行政命令在全国范围内统一调配各类资源的举国体制,也不同于西方现代化道路依靠放任自流的自由市场实现资源配置的体制。中国式现代化的独特性与优越性造就了我国集中力量办大事的制度优势,为新型举国体制的实施提供了有利的制度环境。新型举国体制切实将制度优势转化为治理效能,着力提升国家科技自主创新能力,推动构建新发展格局,以经济高质量发展全面推进中国式现代化。

The 20th National Congress of the Communist Party of China(CPC)report pointed out that“improve the new system for mobilizing resources nationwide”is a strong measure to uphold the core position of innovation in China's overall modernization construction.As an innovative form of resource allocation under the socialist market economy with Chinese characteristics,the new system for mobilizing resources nationwide is different from the previous unified allocation of various resources across the country solely by administrative orders during China's past modernization process.It is also different from the Western modernization path that relies on a laissez-faire free market to achieve resource allocation.The uniqueness and superiority of China's modernization have created institutional advantages to concentrate strength for major undertakings,providing a favorable institutional environment for the implementation of the new system for mobilizing resources nationwide.The new system effectively translates institutional advantages into governance effectiveness,focusing on enhancing the country's independent innovation capabilities,promoting the construction of China's new pattern of development,and comprehensively advancing Chinese modernization through high-quality development.
