摘要
中小学教师评价政策是价值负载的,其蕴含的价值取向指引政策实施方向,影响政策执行成效。高质量发展视域下中小学教师评价政策的价值取向包含了“价值主体”“价值观念”“价值目标”“行动策略”四要素,回答了“谁来评价”“为谁评价”“为何评价”“如何评价”的系列问题。其核心意蕴是:平衡多元主体的价值诉求,突出“立德树人”价值引领,助力多元价值主体“高质量发展”,推动教师评价系统化、民主化、专业化。立足高质量教育体系建设的中小学教师评价政策实践路径是以教师评价政策价值分类为基础,探索价值主体的价值平衡;树立师德师风“第一标准”的价值观念,促使教师评价向价值理性回归;基于特定情境判断教师专业发展取向,融合教师评价价值目标;以政策工具选择为行动策略保障,优化教师评价政策支持系统。
The evaluation policy of primary and secondary school teachers is value-loaded,and the value orientation guides the direction and affects the effectiveness of policy implementation.The value orientation of evaluation policy from the perspective of high-quality development includes such four elements as value subject,values,value goal and action;it answers the question of evaluation subject,concept,purpose and method.The essentiality of value orientation of the evaluation policy is to balance the value demands of multiple subjects,highlight the value guidance of building morality and cultivating talent,assist the high-quality development of multiple value subjects,and promote the systematization,democratization and professionalization of teacher evaluation.Based on the construction of high-quality education system,there are some practical approaches.First of all,we can explore the value balance of the value subject through value classification of teacher evaluation policy.Secondly,the value concept of the first standard of teacher ethics should be set up to promote the return of teacher evaluation to value rationality.Thirdly,the orientation of teacher professional development should be judged based on the specific situation and the goal of teacher evaluation value.Finally,we should optimize the teacher evaluation policy support system with the selection of policy tools as the action strategy.
