摘要
课后服务政策是为了规范课后服务体系,完善课后服务制度而提出的一种教育性政策,为课后服务活动的开展提供了方向性与行为规范。自20世纪90年代至今,我国课后服务政策经历了初步探索阶段、逐步发展阶段、全面发展阶段和深化发展阶段。回溯、审视和总结课后服务政策的演变历程,发现它不仅规范了课后服务体系,也为教育体系的完善做出卓越的贡献,如促进素质教育的全面发展、强化了减负政策、推动了教育公平的进一步发展。通过探索课后服务政策过去与未来的关系点,推理出课后服务政策的公益取向、实施主体、政策制定和价值取向的发展趋势,为后续课后服务政策的制定与活动的实施提供新的价值导向;推动课后服务活动的长远发展,为促进儿童全面发展和提升义务教育质量奠定坚实基础。
The after-school service policy is an educational policy put forward in order to standardize the after-school service system and perfect it,which provides direction and behavior standard.Since the 1990s,China's after-school service policy has gone through preliminary exploration stage,gradual stage,comprehensive stage and deepening stage.Through retrospective examination and summary of the evolution process of after-school service policy,it is found that it standardizes after-school service system and makes outstanding contributions to the improvement of education system,such as promoting quality education,strengthening burden reduction policy and promoting further education equity.Exploring the relationship between the past and the future of after-school service policy,this paper deduces the trend of public welfare orientation and value orientation of the implementation subject of after-school service policy,which provides new value orientation for the subsequent after-school service policy formulation and activity implementation;promoting the long-term after-school service activities lays a solid foundation for promoting children's comprehensive and upgrading compulsory education.
