农技推广协同机制分析与涉农高校实践探索 被引量:3

摘要 为进一步强化我国“一主多元”农技推广体系促进多元力量的协同推广,针对当前多元主体协同推广的体系不完备、机制不健全、服务效能不高等问题,借鉴系统学、协同学等相关理论,分析并提出资源整合的协同推广形成机制(机会识别、沟通、决策)和资源互动的协同推广运行机制(动力、利益、管理),即“两类六大”协同机制;并分析涉农高校作为重要“一元”开展的衔接型和嵌入式实践探索和创新做法,明晰互动式的沟通机制、“推-拉”驱动力的均衡是高校参与农技推广的重要保障。 To further strengthen China's 'one main and multiple' agricultural technology extension system and promote collaborative extension of diverse forces,and in view of the problems such as the incomplete system,imperfect mechanism,and low service efficiency of the current collaborative extension.Drawing on the relevant theories of systematology and synergetics,this paper analyzes and proposes a collaborative extension formation mechanism for resource integration,including of opportunity identification,communication,and decision-making,and a collaborative extension operation mechanism of resource interaction,including of motivation,benefits,and management,that is,the 'two categories and six major mechanisms' of collaborative extension.Furtherly,this paper analyzes the connection and embedded modes of practical exploration and innovative practices that carried out by agricultural universities as an important 'one element'.At the same time,it is clarified that an interactive communication mechanism and a balance of push and pull driving forces are important guarantees for universities to participate in agricultural technology promotion.
