摘要
基于中国31个省(区、市)装配式建筑激励政策文本及其政策示范效应情况,运用清晰集定性比较分析(QCA)方法,对中国建筑企业装配式专利创新驱动模式进行政策组态分析。研究结果表明,中国建筑企业装配式专利创新驱动政策组态可以总结为两种范式:其一,以直接税补和人才培养政策为互补核心变量的内部培养型驱动组态,在针对装配式建筑有一定发展基础的省(区、市)时,能够显著提高专利创新水平;其二,以融资主体减负和创优政策支持为互补核心变量的外部激励型驱动组态,在针对建筑企业数量较多的省(区、市)时,能够有效推动创新发展水平提升。因此,提高建筑企业装配式专利创新水平要激励政策及其示范效应的驱动组合,重政策因素之间的协同作用,明确激励目标,调动企业创新积极性。
Based on the incentive policy texts of 31 provinces and the policy demonstration effects,clear set qualitative comparative analysis(QCA) method was used to analyze the policy configuration of patent innovation-driven model of prefabricated buildings in China.The results show that the patent innovation-driven policy configuration of prefabricated buildings in China can be summarized into two paradigms:One is the internal culture-driven policy configuration which takes the direct tax subsidy and the talent cultivation policy as the complementary core variables.This paradigm can significantly improve the patent innovation level in provinces with certain development foundation of prefabricated buildings;The other is external incentive-driven configuration.It takes the burden reduction of financing subjects and the policy support for excellence as complementary core variables,which can effectively promote the level of innovation development in provinces and regions with more construction enterprises.Therefore,improving the level of prefabricated patent innovation in construction enterprises requires a combination of incentive policies and their demonstration effects,emphasizing the synergistic effect between policy factors,clarifying incentive goals,and mobilizing the innovation enthusiasm of enterprises.
