研究型大学国际化评价指标体系的向度及启示

摘要 通过比较国内外较为典型的五种研究型大学国际化评价指标体系在基本情况、评价目的和评价内容等方面的异同,重点剖析研究型大学国际化评价指标体系的目的向度与内容向度,发现评价指标体系的构建都是基于评价目的围绕评估、比较、分类或排名展开。尽管不同评价指标体系在内容侧重点上有所不同,但基本都包含环境、组织、部门及人员四个方面的内容,在“组织与机构”“学科与课程”“科研”“教师”“学生”等核心指标上趋于一致。为推动研究型大学国际化建设,应明确国际化目的,提高国际化环境适应能力;整合教育要素,提高国际化资源整合能力;立足本土文化,提高国际化学习吸收能力;创新组织行为,提高国际化组织创新能力。 By comparing the similarities and differences of five typical internationalization evaluation index systems of research-oriented universities at home and abroad in terms of basic information,evaluation purposes,and evaluation contents,importance is attached to the directions of the purpose and content of the internationalization evaluation index system of research-oriented universities and it is found that the evaluation index system is built based on the evaluation purposes,centering on assessment,comparison,and classification or ranking.Although there are differences in the focus of the content,the system includes four levels of content:environment,organization,department,and personnel.The weighting in core indicators of“organization and institution”,“discipline and curriculum”,“research”,“faculty”and“students”is converging.To promote the internationalization of research-oriented universities,it is necessary to clarify the purpose of internationalization and improve the international environmental adaptability,integrate educational elements and improve the resource-integration capability of internationalization,be based on local culture and improve the learning and absorption capacity of internationalization,and innovate organizational behavior and improve the international organization innovation capability.
