粤港澳大湾区科技创新能力、效率和经济贡献率研究

Research on the Scientific and Technological Innovation Ability,Efficiency and Economic Contribution Rate of Guangdong-Hong Kong-Macao Greater Bay Area

采用熵值法和数据包络分析(DEA)模型,借鉴“柯布-道格拉斯(C-D)生产函数”和索洛“增长速度方程”,分析了粤港澳大湾区的科技创新能力、效率和经济贡献率。研究结论表明:①时序发展方面,粤港澳大湾区科技创新能力总体呈增长趋势,科技创新效率在波动中呈微弱增长趋势,科技创新经济贡献率波动起伏较大,呈微弱下降趋势。说明科技创新能力要转化为科技创新效率和经济贡献率,是一个复杂的过程。②区域发展方面,粤港澳大湾区科技创新能力、效率和经济贡献率区域间发展不均衡,地区生产总值排名靠前的城市,科技资源投入更为丰富,科技创新能力方面表现相对更为突出。③创新要素方面,各评价指标所反映的粤港澳大湾区科技创新能力有所差异。各城市应注重结合创新要素情况,注重科技创新工作中的“补短板、强弱项”。

By adopting entropy method and data envelopment analysis(DEA)model,and drawing lessons from“Cobb Douglas(C-D)production function”and Solow s“growth rate equation”,this research analyzed the scientific and technological innovation ability,efficiency and economic contribution rate of Guangdong-Hong Kong-Macao Greater Bay Area.The research conclusions include the followings:①In terms of the development of time series,the scientific and technological innovation ability of Guangdong-Hong Kong-Macao Greater Bay Area shows an overall growth trend,the efficiency of scientific and technological innovation shows a weak growth trend in fluctuations,the economic contribution rate of scientific and technological innovation fluctuates greatly,showing a weak downward trend.It indicates that the transformation of scientific and technological innovation ability into scientific and technological innovation efficiency and economic contribution rate is a complex process.②In terms of regional development,the scientific and technological innovation ability,efficiency and economic contribution rate of Guangdong-Hong Kong-Macao Greater Bay Area are not balanced among regions.It shows that the top cities with high regional GDP have more abundant investment in scientific and technological resources and more outstanding performance in scientific and technological innovation ability.③In terms of innovation elements,the scientific and technological innovation ability of Guangdong-Hong Kong-Macao Greater Bay Area reflected by each evaluation index has some difference.Cities should pay attention to the combination of innovation elements and the“improving the weak links and strengthening the weak terms”in scientific and technological innovation.
