产业结构门槛下双重环境规制对海洋渔业经济的影响研究

摘要 研究构建以海洋渔业产业结构为门槛变量的面板门槛模型,探究在产业结构变动的情况下,双重环境规制对海洋渔业经济的影响。结果表明:海洋渔业产业结构在环境规制对海洋渔业经济的影响中存在双门槛效应。并且以海洋渔业产业结构为门槛变量时,不同类型的环境规制对海洋渔业经济的影响存在异质性特征。对于命令控制型环境规制,其对海洋渔业经济产生先正向后负向的影响;而对于市场激励型环境规制,其对海洋渔业经济产生先抑制后促进的作用,即从长远来看,市场激励型环境规制可以更有效地发挥出规制的“倒逼”作用。此外,海洋渔业资本、海洋渔业劳动力和技术创新水平投入对海洋渔业经济的发展具有显著的正向效应。 This paper constructs a panel threshold model with the industrial structure of marine fishery as the threshold variable to explore the impact of dual environmental regulation on the marine fishery economy under the changing industrial structure.The results show that the industrial structure of marine fishery has a double threshold effect of in the impact of environmental regulation on marine fishery economy.Moreover,with the industrial structure of marine fishery as the threshold variable,the impacts of different types of environmental regulations on marine fishery economy are heterogeneous.For command-and-control environmental regulation,its impact on marine fishery economy is first positive and then negative.For the market-motivated environmental regulation,it inhibits the marine fishery economy first and then promotes it;in other words,in the long run,the market-motivated environmental regulation can play a more effective role of“pushback”regulation.In addition,the input of marine fishery capital,marine fishery labor force and technological innovation level has a significant positive effect on the development of marine fishery economy.
