老工业区滚动转型的环境管理——以吴淞老工业基地为例

Environmental Management of Rolling Evolution in Old Industrial Zones-Taking Wusong Old Industrial Base as Example

老工业基地转型是顺应时代要求、推进社会协调发展的重要课题。受复杂的土地权属制约,滚动转型是老工业基地转型较为常见的方式,而滚动转型带来的环境隐患与整体转型相比更加复杂。以吴淞老工业基地为例,探讨老工业基地滚动转型过程中的环境管理问题。通过识别和分析老工业基地滚动转型的整体环境影响和过程环境影响,梳理了老工业基地转型需要关注的不利影响,并针对性地从转型方式、规划用地、转型时序、环境管理等角度提出了环境管理建议。

Evolution of old industrial bases is an important issue that conforms to the requirements of the times and promotes coordinated social development.Due to complex land ownership constraints,rolling evolution is a common way to transform old industrial bases,and the environmental hazards brought by rolling transformation are more complex than the overall transformation.Taking Wusong Old Industrial Base as an example,this paper explores the environmental management issues during the rolling evolution process of the old industrial base.By identifying and analyzing the overall and process environmental impacts of the rolling evolution of the old industrial base,the adverse impacts that need to be addressed in the evolution of the old industrial base were sorted out,and targeted environmental management suggestions were proposed from the perspectives of evolution methods,planned land use,evolution timing,and environmental management.
