浅谈分布式光伏电站EPC模式下的项目管理

Discussion on Project Management under EPC Mode of Distributed Photovoltaic Power Plant

2021年以来,为落实“双碳”目标,国家和各级地方政府密集出台了一系列政策鼓励新能源的发展,对分布式光伏市场给予政策性引导。国家大型央企及地方性国企纷纷入局,以投资方出资、EPC方建设、后期资方自持模式为主。鉴于分布式光伏电站长达20年甚至更久的运行时间,投资方在EPC模式下的项目建设需做好相关管理工作。文章就当前市场主流的EPC建设模式,结合项目实际情况和工作经验,对该模式下投资方如何对项目安全、质量管理、进度管理进行了探讨,并提出了合理化建议。

Since 2021,in order to implement the"Double Carbon"goal,national and local governments at all levels have intensively introduced a series of policies to encourage the development of new energy,providing policy guidance for the distributed photovoltaic market.Large state-owned enterprises and local state-owned enterprises have joined the company,mainly through investment,EPC construction,and later self financing by the investors.Given that distributed photovoltaic power plants have a running time of 20 years or even longer,investors need to do a good job in project construction under EPC mode.Based on the current mainstream EPC construction mode in the market,combined with the actual situation and work experience of the project,this paper discusses how the investors can manage the project safety,quality management and schedule management under this mode,and puts forward reasonable suggestions.
