基于实施视角的乡镇国土空间规划编制探索——以青川唐家河片区规划为例 被引量:3

摘要 本文回顾过去乡镇规划编制路径与内容,在剖析乡镇规划“编管脱节”问题根源的基础上,结合当前乡镇规划实施面临的新要求,以及国土空间规划改革对乡镇规划赋予的新使命,以四川省广元市青川县唐家河片区国土空间规划编制实践为例,详细阐述面向实施的乡镇规划必须具备:坚持生态文明落实上位规划传导、加强全域统筹优化国土空间格局、把握精明增长推进要素高效配置、建立全域全要素管控体系指导实施四大特征。只有底线保护与高质量发展并重的规划,实施性更高,更能扛起空间减量和治理能力现代化要求下的规划责任。 This article reviews the compilation path and content of township planning in the past,analyzes the root cause of the'compilation and management disconnection'of township planning,combined with the current township planning implementation facing the new requirements,and the new mission that the reform of national space planning entrusts to township planning.Taking the practice of township territorial spatial planning in Tangjiahe District,Qingchuan County,Guangyuan City,Sichuan Province as an example,the article elaborates the implementation oriented township planning must have four characteristics:adhering to the implementation of the upper planning of ecological civilization transmission,strengthening overall planning and improve the spatial pattern of China's territory,grasping the smart growth and efficient allocation of factors of production,and establishing the whole-area and all-factor control system.Only the planning that attaches equal importance to the protection of the bottom line and the development of high quality and that has higher implementation can better shoulder the planning responsibility under the requirements of space reduction and modernization of governance capacity.
