Study on the Intellectual Property Information Service Center Promoting the Transformation and Application of Scientific and Technological Achievements

【目的】分析高校知识产权信息服务中心服务科技成果转移转化的现状及存在问题,为知识产权信息服务中心能力建设提供建议。【方法】通过梳理研究现状,以部分高校知识产权信息服务中心为例,对照分析其在科技成果转移转化过程中做法。【结果】当前高校知识产权信息服务中心存在的问题是缺乏完整系统的管理、研发方向与市场需求匹配度低、科技成果转移转化率低和缺少复合型知识产权人才等。【结论】高校国家知识产权信息服务中心应通过建立知识产权申请前置评估制度、培养专业化的复合型知识产权人才队伍、完善科技成果标准化评价,以实现知识产权全流程管理,促进知识产权科技成果转移转化。

[Purposes]This paper analyzes the present situation and existing problems of the transfer and transformation of scientific and technological achievements in intellectual property information service centers of colleges and universities,and provides suggestions for the ability improvement of intellectual property information service centers.[Methods]By combing the research status and taking some intellectual property information service centers in colleges and universities as examples,this paper analyzes their practices in the process of transformation and application of scientific and technological achievements.[Findings]At present,the main problems existing in the intellectual property information service centers of colleges and universities are the lack of complete and systematic management,the low matching degree between R&D direction and market demand,the low transformation rate of scientific and technological achievements and the lack of compound intellectual property talents.[Conclusions]The national intellectual property information service centers of colleges and universities should establish a preevaluation system for intellectual property application,cultivate a professional and compound intellectual property talent team,and improve the standardized evaluation of scientific and technological achievements in order to realize the whole process management of intellectual property and promote the transformation and application of scientific and technological achievements.
